Areas that change inside a society that require changes in legislation include such areas as morality, technology, social values and special unplanned events. In order for legalities to function effectively and well, it must be flexible and accommodate change; but only with the hope and guidance ofmaking life better for all citizens.

If there were no legislativeactions in place, there would be anarchy, transportation of goods and services would be in disarray, conflicts between people and countries would be in chaos and in general, life would be dangerous. We can see the results of this kind of life when we see what is going on in Third World countries.
